Job Summary:

To establish, maintain, and continuously improve the Quality Management System (QMS) for all ATO operations, ensuring compliance with DGCA, OEM, and internal standards across flight training, simulator maintenance, and support services. The Quality Manager will act independently of day-to-day training delivery, reporting directly to the Accountable Manager & Head of Training.

Key Responsibilities:

  1. Regulatory Compliance
  • Establishing an independent quality system to monitor the compliance with DGCA requirements of CAP 7100, applicable Operation Circular(s), the training manual, the operation manual, and any other standards established by BAA, or the DGCA, to ensure safe and efficient training.
  1. Quality Assurance
  • Maintaining a close liaison with the DGCA on all matters affecting approval.  Ensures that the Quality Assurance program is established, implemented, maintained, and continually reviewed and improved.
  • Implementing an internal audit program in which compliance with all operational procedures is reviewed at regular intervals in relation to each type of training program and simulators being operated.
  • The overall quality of processes of the training centre operation.
  • Establishes and maintains the Training centre quality system, including the Quality assurance plan and procedures.
  1. Training and Standards Oversight
  • Verify that training programmes (Type Rating, Recurrent, Cadet Pilot, MPL, etc.) meet both airline customer and regulatory standards.
  • Review and update standard operating procedures (SOPs) and training syllabi from a compliance perspective.
  • Support adoption of Competency-Based Training & Assessment (CBTA) methodologies.
  • Implements continuous improvement activities and manages the compliance documentation (ex. Completed audits, non-conformities, and corrective action reports).
  1. Safety & Risk Management
  • Ensure integration & implementation of QMS with the Safety Management System (SMS).
  • Conduct risk assessments for new training programmes and simulator installations.
  • Ensure lessons learned from safety occurrences are embedded into quality procedures.
  1. Leadership & Reporting
  • Provide independent assurance to the Accountable Manager on compliance and quality performance.
  • Mentor and guide staff on quality standards and regulatory compliance.
  • Prepare and present Quarterly Quality Review Reports to senior management and stakeholders.

Required Qualifications:

Mandatory:
    • Graduate in Aviation / Engineering / Quality Management discipline.
    • Minimum 8–10 years’ experience in quality assurance or compliance roles within aviation (ATO, airline training, MRO, simulator operations).
    • In-depth knowledge of DGCA regulations, ICAO Annexes, and EASA standards.
    • Strong audit management and reporting skills.
Preferred:
  • DGCA-approved or previously nominated Quality Manager in an ATO or AMO.
  • Lead Auditor certification (ISO 9001:2015 / ISO 45001).
  • Experience with modern training technologies (LMS, CBT, TMS).
